MITCHELL – Billy Moore Carlisle, 87, passed away Tuesday, December 17, 2019, at Mitchell Manor.

Born November 29, 1932, in Carroll County, Kentucky, he was the son of Shirley Lee and Effie (Banks) Carlisle.  He married Mary Evelyn Sproessig September 30, 1955.

Billy retired from the Department of Natural Resources with 24 years of service and was property manager at Spring Mill State Park for 14 years.  He was a member of Fishing Creek Chapel, a Sagamore of the Wabash and a Kentucky Colonel.  Billy was a loyal fan of University of Kentucky and the New York Yankees.

His parents; grandson, Jeffrey Carlisle Holland;  and siblings, Nanny Jean Morgan, Dorothy Bess North, and Gerald Carlisle,  preceded him in death.

Funeral service will be at 2:00 p.m. Saturday, December 21, in the Memorial Chapel of Chastain Funeral Home & Cremation Center with Reverend Lewis Williams and Reverend Reggie Clark officiating.  Burial will be in Mitchell Cemetery.

The family will receive friends from 11:00 a.m. until the service on Saturday at the funeral home.

    When I was a new employee at IDNR State Parks, I was encouraged to visit all the park properties and meet the property managers. This was about 1990. I can’t remember any of those first visits, except the one with Billy Carlisle. He really seemed to “own” that park. It was so personal. Besides imparting all sorts of useful tidbits of information, he took me into the woods with the regional supervisor, had me close my eyes, and brought me to the base of a special, huge tree, then had me open my eyes. It was stunning. But it also said a lot about Billy Carlisle. I felt he was sharing something really special; something I’d understand. I could never forget him.

    Mary, Chris, Cherie, Carey and Clay. Our deepest sympathy goes out to each of you and your families. Billy was part of a vanishing kind of man. He could do anything he set his mind to do! Anytime there was a need for help in the community, he was right there. Bob and I regret that we lost touch as the years passed but, we will never forget all the wonderful memories we have of your years at Lincoln State Park. Our love and prayers to each of you.

    Billy was a fantastic property manager for Spring Mill State Park. He always had a smile and was welcoming to all. He worked with me to give Girl Scouts great experiences at the park; Day Camp, Earth Day, Spring flower and night bird (owl) walks. He was generous of his time and supported the community. I will always be grateful he let me set up an "Archaeological Biblical Dig" at the youth camp site for the Presbyterian/Methodist VBS! I look forward to seeing him again in our heavenly home.
